Until the late 1920's the paper currency of the United States had no standardized design. For many years, it wasn't uncommon for note designs to be revised on a year-to-year basis. At the time, paper money in America consisted of several different types of notes including United States Notes, National Bank Notes, Silver Certificates and Gold Certificates. It was on the eve of the Great Depression in 1929 that Federal Reserve Notes, which comprise more than 99% of paper currency in contemporary America, began to resemble the paper money of today. What most distinguishes the 1928 Federal Reserve note from its modern counterpart is that it was redeemable in gold, as indicated by the obligation on its obverse side. The passage of the Gold Reserve Act of 1933, however, spelled the end of the paper money's gold convertibility.
